1. North Indian Ocean area (Malay Peninsula west to coast of Africa):
   a. Tropical cyclone summary: none.
   B. Tropical disturbance summary:
      (1) an area of convection has persisted near 3.0n 92.8e,
approximately 810 nm east-southeast of Colombo, Sri Lanka. Recent
animated multispectral imagery and a 302319z ssmis microwave image
show limited deep convection loosely rotating around a broad and
poorly defined low level circulation center. The system remains
fairly unorganized despite favorable diffluence aloft and low
vertical wind shear. A nearby 01000z ship observation from v2cc
indicates winds from the northeast at 09 knots with a sea level
pressure of 1009 mb. Maximum sustained surface winds are estimated
at 10 to 15 knots. Minimum sea level pressure is estimated to be
near 1008 mb. Due to preliminary indications of consolidation in the
satellite presentation, yet current disorganized state, the
potential for the development of a significant tropical cyclone
within the next 24 hours is poor.
      (2) no other suspect areas.
2. South Indian Ocean area (135e west to coast of Africa):
   a. Tropical cyclone summary: none.
   B. Tropical disturbance summary: none.
3. Justification for reissue: added the area in para 1.B.(1) as poor.
